Mission

Billions of public dollars move through Medicaid managed care on the promise that payment can buy quality. TCI reads the primary record — contracts, methodologies, quality strategies, external quality review reports — and renders public, cited judgment on whether that promise is kept.

Independence & funding

The Chuma Institute accepts no outside investment. We earn revenue from memberships, subscriptions to our research products, and commissioned studies. Commissioned work never purchases, previews, or influences a grade, and clients never receive rights to our underlying data, taxonomy, or tools. Where a graded entity is also a commercial client, that relationship is disclosed here.

Our methodology is published with every report. Every factual claim cites a primary-source document with retrieval date. Corrections policy: verified errors are corrected in place within five business days and logged publicly.
